Moldova is a small market with a clear shape. On the most recent full year it imported about fifty-one million dollars of chocolate and around twenty-three million dollars of sugar confectionery. The chocolate shelf is filled from the east: Ukraine is the first source at roughly twenty-seven per cent and Russia the second at about twenty-four, both at the cheap end — around four and a quarter and three and a half dollars a kilo. Türkiye is the sixth source at about five and a half per cent, but at roughly eleven and a half dollars a kilo, the highest unit value among the leading suppliers. In sugar confectionery the position is stronger still: fourth source, about nine and a half per cent of the market.

That is the whole argument in two numbers. Competing on price against goods arriving at four dollars a kilo is neither possible nor useful. What already sells here from Türkiye sells at the specific end — pistachio-forward lines, kadayıf, rahat turcesc, dragées and coated nuts — and there is already a dense Turkish-goods trade in Chișinău that knows how to move them.

Moldova notes

What stays the same on every offer.

Rates and rules change; the quotation states what applies on the day. These points do not change.

Entry: a EUR.1, not an A.TR
This is the point that most often goes wrong, because the neighbour next door works differently. Moldova is not in the European Union and not in the EU–Türkiye customs union, so the A.TR movement certificate used into Romania does not apply. Goods move under the Türkiye–Moldova free trade agreement on a EUR.1 movement certificate, which is an origin proof rather than a free-circulation document. The offer states the tariff line and the basis on which preferential treatment is claimed; we do not publish duty figures, because they change.
What an origin proof asks of the goods
Because the EUR.1 certifies origin, each line has to satisfy the agreement's origin rules — a question about the product, not about the shipment. For confectionery that turns on the processing carried out in Türkiye and on the non-originating inputs used. It is settled per line before the offer is written, not at the border.
The label is Romanian
The mandatory particulars are given in Romanian, the state language: the food name, the ingredient list with allergens, the nutrition declaration, net quantity and the date of minimum durability. Many packs on the Moldovan shelf carry Russian alongside it; that is the importer's decision and we prepare whichever version you ask for, from our technical data sheet.
Who the label names
The name and address of the business responsible for the food information is the importer's, not ours. The National Food Safety Agency (ANSA) supervises food safety and the Customs Service handles the entry; the registrations sit with the party established in Moldova. What comes from our side feeds that file: the technical data sheet per product, copies of our certificates, lot traceability.
What the shelf calls it
Wholesale is dulciuri angro or en gros; the buyer you are looking for often describes itself as an importator de dulciuri or a distribuitor de produse turcești. Turkish delight is rahat turcesc, and lokum is understood here without ambiguity. A Dubai-style bar is ciocolată Dubai. The patisserie trade is the cofetărie, and torturi la comandă — custom cakes — is one of the larger commercial searches in the market.
The domestic industry is small but present
Moldova has its own confectionery producer of long standing, and it already makes a Dubai-style pistachio bar. That is worth knowing before planning a range: the everyday tablet and the trend line are covered locally and from the east. What a container from Gaziantep adds is the range neither covers — rahat turcesc in bulk and in boxes, chocolate dragées and sugared almonds, coated nuts and pistachio spread.
Pistachio is the biggest search, and most of it is outside our range
Fistic is the largest single term we measured in Moldova, and the searches behind it are for the nut itself — raw and roasted pistachios, not confectionery. Raw nuts are not our standing range; they are sourced on request, with composition and format confirmed before quoting. What we do carry with Gaziantep pistachio in it is the finished side: pistachio bars, dragées, rahat turcesc with pistachio and the spread in jars.
The jar is a spread, not a paste
Pasta de fistic and cremă de fistic are both live searches here, largely from the cake trade. What we ship is a pistachio spread: we correct the name on the offer and on the label, because a confectioner's paste and a spread are different products to a buyer and to a customs description.
Coating and what the name may say
Several Dubai-style bars are coated with a compound rather than chocolate. We state per line which each is, and the technical data sheet says so before anything is printed; your broker confirms how the food name has to read for the Moldovan market.
Temperature and the season
Chocolate and chocolate-coated lines are quoted in a refrigerated container through the warm months; plain rahat turcesc, sugared almonds and gelled sweets travel dry. A mixed load is planned with both regimes in mind and the offer states which applies to each range.
Route and currency
Road through Romania is the usual route; sea freight to a Black Sea port and inland from there is the alternative. The incoterm and transit time are stated in the offer. Quotes are in US dollars unless you ask for euro; retail prices in Moldova are in lei.
Halal and kosher
Certificates are held for our factory; copies are available on request. We do not claim a certificate for a line it does not cover.
Outside the range
Couverture in callets and chocolate in bulk for the cofetărie trade, raw nuts, dried fruit, cocoa, empty packaging, baclava, halva and tahini are not our standing range. They are sourced on request; we confirm composition and format before quoting.

Questions

Asked before the first list.

Do we need a EUR.1 or an A.TR for Moldova?

A EUR.1 movement certificate. Moldova is outside the EU and outside the EU–Türkiye customs union, so the A.TR used into Romania does not apply; goods move under the Türkiye–Moldova free trade agreement on an origin proof. Your broker needs the tariff line and the basis on which preferential treatment is claimed; both are in the offer.

Do you work with importers and wholesalers in Moldova?

We quote for food importers and distributors, dulciuri angro wholesalers and cash-and-carry, the Turkish and oriental grocery trade in Chișinău, ho.re.ca. suppliers, and Moldovan brands that want their own label. Which language does the label need?

Romanian, the state language. Many packs here carry Russian alongside it; that is the importer's decision. We prepare the content from our technical data sheet and nothing is printed until you approve it in writing.

Can you supply raw pistachios?

Not as a standing range. Fistic is the largest search in this market but it is the nut itself, and raw nuts are sourced on request: we confirm composition and format before quoting. The finished pistachio lines — bars, dragées, rahat turcesc and the spread — are the standing range.

How do you compete with chocolate coming from Ukraine and Russia?

We do not, on price. Those sources fill most of the Moldovan shelf at around three to four dollars a kilo. What arrives from Türkiye arrives at roughly eleven and a half, because it is a different kind of product: pistachio-forward lines, kadayıf, rahat turcesc and dragées. The offer prices each line ex-works, so the comparison is yours to make.

Is the pistachio jar a paste or a spread?

It is a spread. It is searched here as pasta de fistic and cremă de fistic, largely by the cake trade, and we mention that because it is how buyers find it — but we correct the name on the offer and on the label.

Can you supply the cofetărie trade?

With finished lines, yes. Couverture and chocolate in bulk for custom-cake work are not our standing range; they are sourced on request, with composition and format confirmed before quoting, and the line then travels in the same container as the rest.

What is the minimum and how is it paid?

The unit of sale is a full container, mixed across as many lines as you want, and the minimum is set per line and stated in the offer. Payment is 50% with the order and 50% before the container leaves, against loading photographs taken with the doors open. Samples go before the container, from our current production.
