The chain
A supermarket, a confectioner, a tourist shop in Valletta or a festa stall buys chocolate and sweets by the carton from a wholesaler; the wholesaler buys by the pallet from an importer, or imports for itself; the importer brings the container into Malta by sea, or the trailer across Europe and the ferry from Italy, under the customs union paperwork. That is the link we quote: a food importer or a wholesale house filling one mixed container from Gaziantep, each line on its own pallet.
What the customs union changes
Malta is in the EU, and Türkiye and the EU are in a customs union: chocolate and confectionery travel with an A.TR movement certificate, and the offer states the tariff line for each product and what applies to its agricultural component on the day. Nothing about duty is printed on this site; the landed cost is in the offer, before the order, and it is a landed cost a supplier outside the union does not have on the same pistachio bar.
The tourist shelf, the supermarket and the festa

A small island, a mixed container
A container is a large unit for an island this size, and that is the reason the container is mixed: five product groups on one order, each on its own pallet, so the tourist shelf, the supermarket, the festa stall and the wedding trade share one load. Can a confectioner or a festa stall buy directly from Türkiye?
The unit of sale is one full container. A shop buys by the carton from the wholesaler that imports it; a group that pools a load and is registered as a food business is quoted like an importer.

Is the container a reefer?
