EUR.1, not A.TR: what travels with a container from Türkiye to Serbia

This is the point most often carried over wrongly. An importer used to bringing Turkish goods into an EU country expects an A.TR. Serbia is not in the Union, and that document does not do the job here. The correction is small on paper and larger at the border: a different agreement, a road crossing instead of a port.

A free trade agreement, not a customs union

The EU–Türkiye customs union and its A.TR certificate govern movement inside the Union. Serbia sits outside it. Between Türkiye and Serbia there is a free trade agreement, and origin is proved by a EUR.1 movement certificate, or by an invoice declaration where the value allows it.

The practical difference: a EUR.1 is endorsed at export and must accompany the goods. The offer states which document travels with your container, with the tariff line and what applies on the day. Rates are not published here because they change.

The deeper difference is scope. A customs union treats goods in free circulation alike. A free trade agreement works line by line: preference applies to the goods it covers, where they meet its origin rules.

What each certificate actually proves

An A.TR evidences free circulation; it says nothing about where a product was made. A EUR.1 evidences origin, which is why a free trade agreement asks for it. Carrying the habit of one into the other turns a routine entry into a query.

The second point is specific to Serbia. Most market pages describe a document presented at a port. Serbia is landlocked, so the EUR.1 is presented at a road border crossing, with the driver holding the file. The set has to be complete before the doors close.

The rest of the document set

Commercial invoice, packing list per pallet, certificate of origin or EUR.1 by destination, analysis report, and an aflatoxin certificate where required. The set is prepared in Gaziantep and export clearance is ours. Writing the packing list per pallet lets a mixed load be checked line by line without opening every carton.

The Novi Pazar channel already knows this

Search the Serbian words for Turkish ratluk and the results lead to Novi Pazar and the Sandžak as often as to Belgrade. That is not an accident of language. The trade here runs through importers who have been clearing these entries for years, and the EUR.1 does not need explaining to them.

It matters for another reason. A wholesaler or pastry supplier entering the category is entering a channel already staffed and priced. The question is which lines that channel does not carry, and at which step you want to buy them.

The label is the importer’s responsibility

This is the second difference from the EU. In Serbia the importer is the party responsible for the declaration. We prepare the content in Serbian from our technical data sheet — ingredients with allergens indicated, the nutrition declaration, net quantity, best-before date and the importer’s details — but you confirm it against what your inspection expects before anything is printed.

Two details save a reprint. Serbian is written in both Latin and Cyrillic, so name the script before artwork is set. And the jar asked for as krem od fistika is a spread, not a milk cream; the declaration follows the technical data sheet, which gives the pistachio percentage.

Certificates held for our factory

Food-safety, Halal and Kosher certificates are held for our factory. Copies are available on request. A line without a certificate is stated as such rather than covered by a general claim. Couverture, bulk chocolate, tahini, halva and baklava sit outside the core range and are sourced on request.

What to send, and what comes back

Send the product references, the quantity per line, and the border crossing or delivery address in Serbia. Name the term you want quoted — FCA Gaziantep, FOB Mersin, CIF to a nominated port or DAP to your address — and say whether the label carries your name or the producer’s.

What comes back is a written offer in US dollars or euros within two working days: price and minimum per line, carton format, the delivery term, the transit, and the origin document that travels with the load. It is valid thirty days unless stated otherwise, and prices are not quoted in dinars.

Does an A.TR cover a shipment to Serbia?

No. Serbia is outside the European Union, so the EU–Türkiye customs union does not apply. The shipment moves under the Türkiye–Serbia free trade agreement on a EUR.1 movement certificate or an invoice declaration.

Who handles export clearance?

We do. Delivery is FCA Gaziantep, FOB Mersin, CIF to a nominated port or DAP to your address, as stated in the offer.

Who prepares the Serbian label?

We prepare the content from our technical data sheet, but the importer is the responsible party for the declaration in Serbia, so you confirm it before artwork approval.
