In Belarus, Turkish confectionery is already the first source

A first conversation with a Belarusian buyer often starts in the wrong place — on the assumption that the origin needs introducing. On the most recent full year, Türkiye was the first source of Belarusian sugar confectionery imports, at roughly 46 per cent of what reporting countries shipped, and the third source of chocolate. Nobody has to be persuaded to try Turkish product. The open questions are which line, which format, which minimum.

Two headings, two standings

Sugar confectionery (HS 1704) is the smaller heading — about 9.3 million dollars recorded — and where the origin question is already settled. Türkiye stands first, on 46.18 per cent, with Poland second on 16.27: close to half of the recorded trade came from one origin.

Chocolate (HS 1806) is larger, about 32.6 million dollars, and the order changes. Lithuania leads on 26.95 per cent, Poland follows on 19.55, and Türkiye is third on 17.19. None of that is an argument about quality. It is what the table records about where product came from — and third in the bigger heading is not a visitor's position either.

What the mirror can and cannot show

One caveat travels with every figure above, and it is not small. Belarus does not publish its own customs statistics, so these are mirror figures, assembled from what partner countries reported exporting. The country's largest trading partner does not report this trade either.

So read the table for order, not for size. The ranking is meaningful — the relative standing of origins that do report is real. The totals are not: actual imports run higher than the recorded number, by an amount nobody outside the customs houses can size. Treat the millions as a floor.

What the shelf carries, and what it does not

Plain lokum built that position. It is on Belarusian retail shelves already, and local listings advertise the origin plainly, «производства Турции», because saying so helps sell it. That is the part nobody argues with — and the part with the least room left in it.

What the shelf does not carry is where a first order earns something. Whole-pistachio lokum, double-roasted lokum and the kadayıf line are the same family at another level of finish. The pistachio and kadayıf filled bar in the Dubai style is a separate case: a format the market knows from the internet, not the shelf. On any coated line, the offer states whether the coating is chocolate or a cocoa glaze.

The Eurasian Economic Union frame

Belarus is a member of the Eurasian Economic Union. Imported food meets the Union's food-safety and labelling technical regulations and carries the EAC conformity mark, and the conformity declaration is held on the importer's side. The offer states what applies on the day.

From the supplier side each line travels with our technical specification, ingredients and allergens, net weight, batch analysis report and tariff heading. Labels are in Russian. Certificates are held for our factory, and copies are available on request.

One container, minimum per line

The selling unit is a full container or full truck; no part loads. The minimum is set per line and written into the offer — not per container. That is what lets a first order carry six or seven references in measured quantity rather than a pallet wall of one item, each line on its own pallet under a single packing list.

Temperature splits the load. Lokum, sugared almonds, dragées and gelled sweets travel dry all year. Chocolate and chocolate-coated lines want +18 to +20 °C, so a refrigerated container is offered in the hot months; if a dry one is preferred, that risk passes to the buyer in writing, before loading.

What to send

Send the references with a quantity against each, the delivery address, and whether the confectionery is going to a weigh-out counter or to pre-packed retail — that decides the carton first. Say if a line is to run under your own label: the label is drawn from our technical specification, and nothing goes to print without written approval. The written offer follows within two working days. Payment is 50 per cent at order and 50 before the container leaves, against loading photographs.

If Türkiye is already the first source, what is there left to sell?

Format and line, rather than origin. The share is carried largely by plain lokum, which the shelf already stocks. Whole-pistachio and double-roasted lokum, the kadayıf line and the pistachio-and-kadayıf filled bar are the items the same buyer is usually not yet listing.

How reliable are these import figures?

Reliable for ranking, not for size. Belarus does not publish its own customs statistics, so the numbers are mirror data built from partner-country export reports, and the largest partner does not report. The order of origins is meaningful; the totals sit below the real ones.

Who is responsible for the conformity declaration?

The importer holds it. Imported food in the Eurasian Economic Union carries the EAC conformity mark and meets the Union's food-safety and labelling regulations, with labels in Russian.
