Importing confectionery to Sweden: the A.TR, the label, and who signs it

Sweden is the straightforward case in this part of Europe, and it is worth saying why: it is in the European Union, so the customs union with Türkiye does the work and the paperwork is the same as into Germany or the Netherlands. What is not automatic is the label — and in Sweden that responsibility sits with the importer, not with us. Norway, a few hours north, sits outside the Union and needs a different certificate for the same pallet.

A customs union, not a free trade agreement

Türkiye and the European Union are in a customs union for industrial and processed agricultural goods. Processed confectionery under chapters 17 and 18 therefore moves on an A.TR movement certificate rather than on a EUR.1 or an origin declaration. That is the opposite of the Norwegian case next door, where the country sits outside the Union and a EUR.1 under the Türkiye–EFTA agreement does the job.

The certificate is issued in Türkiye and endorsed by customs at export. The offer states which document travels with your container, together with the tariff line and the duty that applies on the day. Rates are not published here because they change.

The rest of the document set

Commercial invoice, packing list per pallet, A.TR movement certificate, analysis report, and an aflatoxin certificate where required. The set is prepared in Gaziantep and matched to the destination. Export clearance is ours.

The packing list is written per pallet rather than per container, so a mixed load can be checked line by line. Where a line contains pistachio, the analysis and the aflatoxin documentation are what get asked about first.

The Swedish label, and the mandatory fields

We prepare the content from our technical data sheet to the mandatory fields of Regulation (EU) 1169/2011: ingredients with allergens indicated, the nutrition declaration per 100 g, metric net quantity, the best-before date, and the name and address of the business placing the product on the EU market. In Swedish, and checked against your artwork before anything is printed.

Allergens are emphasised inside the ingredient list itself. The party named on that last field is the one that answers for the declaration. If that is you, the content has to be right before the plates are cut, not after the pallets arrive.

Chocolate or compound

Where a line is coated with a vegetable-fat compound rather than chocolate, EU rules do not allow it to be called chocolate on the pack. Several Dubai-style and cotton-candy bars in this category are compound-coated. We state which each line is per line, on the offer and on the technical sheet, before the artwork is made.

It is a naming rule, not a verdict on the product, and the place to settle it is the quotation.

What the Swedish trade asks for by name

The vocabulary is worth learning. Bulk goes out as storpack for the shelf and by the carton for the lösgodis wall; the wholesale channel calls itself godis grossist, and the pastry side buys råvaror by the kilo. Lokum is asked for as turkisk delight, and the Swedish shelf files it under marmeladkonfekt as often as under its own name.

Baklava and tahini are large Swedish search terms but sit outside the core range, as do couverture and bulk chocolate; they are sourced on request.

Routing

Sea freight from Mersin to Gothenburg, Helsingborg or Stockholm, or a road trailer from Gaziantep across Europe. The port of arrival and the delivery term — FCA Gaziantep, FOB Mersin, CIF or DAP — are stated in the offer together with the transit.

The A.TR travels with the goods on either route, and a reefer is quoted for chocolate lines in the warm months.

What to send, and what comes back

Send the product references you want, the quantity per line, and the port of arrival. That is enough to price. A written offer follows within two working days, in US dollars or euros, valid thirty days from its date; prices are not quoted in kronor.

Per line it gives the case weight and the pieces per carton, the minimum, whether a coating is chocolate or compound, which certificates apply, and which document travels with the container.

Does an A.TR cover a shipment to Sweden?

Yes. Sweden is in the EU and processed confectionery under chapters 17 and 18 moves inside the EU–Türkiye customs union on an A.TR movement certificate.

Who prepares the Swedish label?

We prepare the content from our technical data sheet to Regulation (EU) 1169/2011. You place it in your artwork and approve the final version in writing; the business named on the pack answers for the declaration.

Is the paperwork the same as into Norway?

No. Norway is outside the EU, so a shipment there moves under the Türkiye–EFTA free trade agreement on a EUR.1 movement certificate instead.
