The EAC mark: one production line, three markets, one rulebook

A line leaving Gaziantep for Yerevan is not labelled the way a line leaving for the European Union is. Armenia belongs to the Eurasian Economic Union, and so do Russia and Belarus — so one agreed specification can serve all three. The documents you use for an EU buyer do not carry over: this is a different rulebook.

Three markets, one rulebook

Armenia is a member of the Eurasian Economic Union. Russia and Belarus are members too. For an exporter that single fact reorganises the work: a line sent to these markets is labelled to the Union's technical regulations on food safety and on labelling, not to European rules, and the pack carries the EAC conformity mark.

The mark states that the product meets those regulations. It is not a quality award, and not something a supplier stamps on a carton at the end of a week. It stands on a file assembled where the goods are placed on the market.

Who holds the declaration, and what we hand over instead

The declaration of conformity sits on the importer's side. The party placing the goods on the market keeps it and the supporting file, and that party's details appear on the pack. We are not the owner of that declaration and will not present ourselves as one.

We are the side that supplies, line by line, the material the file is built from: our technical specification, ingredients and allergens, net weight, the batch analysis report, case and pallet data, and the customs tariff heading. Requirements move, and the quotation states what applies on the day it is written.

Certificates stay for our factory

Our food safety, halal and kosher certificates are held for our factory; copies are available on request. Those certificates are issued for our factory. We name the certifying body per line and passthe document on.

One container usually carries several lines, so the file arrives sorted the same way the pallets are — per line.

Russian, Armenian, and two writing systems

Mandatory information — name of the food, ingredients, allergens, net weight, storage conditions, producer and importer details — is given in Russian and/or the national language of the market. In Armenia Armenian is expected on the pack as well, and it is written in its own alphabet, neither Latin nor Cyrillic.

So this is a typesetting decision, not a translation task, and it costs least at the start. Artwork planned from the first draft for both scripts leaves room for the longest version of every field. Nothing goes to print without your written approval of the final text.

Check the product name before the plate is made

Two naming points cause more reprints than anything else here. The first is the coating: one made with vegetable fat is not chocolate but a cocoa glaze, and has to be named as one. The quotation says, for every line, which of the two it is.

The second is the jar. Buyers often look for it under a word that translates as paste — but what is in the jar is a spreadable pistachio cream for the retail shelf, not a patisserie compound for filling and flavouring. If your buyer expects a pastry ingredient, that is a different product, and we confirm composition and format before quoting.

What to send

The practical gain of the Union frame is that one specification and one analysis report cover Armenia, Russia and Belarus; only the language layer and the importer's details change. Minimums are set per line not per container, so a first order can carry six or seven items in measured quantities, each on its own pallet.

Do you hold the declaration of conformity for Armenia?

No. The declaration stays with the party placing the goods on the market, and the EAC mark belongs to that conformity work. Our part is to supply, line by line, our documents the file is built from:technical specification, ingredients and allergens, net weight, batch analysis report and tariff heading.

Does the label have to be in Armenian?

Mandatory information is given in Russian and/or the national language, and Armenian is expected on the pack in Armenia. Because Armenian uses its own alphabet, we plan the artwork for both writing systems from the first draft, and the final text goes to print only after your written approval.

Can one label serve Armenia, Russia and Belarus?

One specification and one analysis report can serve all three, because the three markets follow the same Union rulebook. What changes is the language layer on the pack and the importer's details. The documents used for European Union shipments are a separate matter and do not apply here.
